Following the Evidence From a South Carolina Hearing Back to Canada’s 1971
Weather Modification Information Act
Sometimes an inquiry begins with a single piece of information that causes me to ask another question, and then another.
This particular journey was reignited when I encountered a Facebook reel from Reclaim Our Skies featuring attorney Blake Horwitz testifying on April 30, 2026, during consideration of South Carolina H.4624, known as the South Carolina Clean Air Act.
I say reignited because this subject is not new to me.
Many years ago, I came across a website called Geoengineering Watch, and what I encountered there raised questions that stayed with me. I began asking why we, the people born to this beautiful blue green planet, along with the countless other forms of Life with whom we share it, could potentially be subjected to manmade technologies intended to alter the atmosphere, weather, precipitation, sunlight, and other natural systems without our knowledge or meaningful consent.

What troubled me then, and continues to arise within me now, extends far beyond what these technologies might mean for human beings.
The atmosphere, water, soil, sunlight, plants, animals, insects, microorganisms, forests, oceans, and the innumerable relationships among them form extraordinarily complex and interconnected systems of Life. Deliberately altering one part of these systems has the potential to affect others, including the possibility of drastically changing the natural flora and fauna that have developed within particular environments.
This raises a much deeper ethical and moral question for me:
What gives those who occupy official positions, whether within governments, corporations, universities, research institutions, or other organizations, the authority to make decisions that could alter natural systems shared by everyone and potentially affect the people of the world, the Earth herself, and the flora and fauna that depend upon those systems for Life?
The atmosphere was not created by governments. Neither were the oceans, rivers, forests, soil, sunlight, weather systems, plants, animals, or the intelligence through which these intricate systems continually interact.
For me, they are expressions of the same Divine Intelligence that moves through and animates all Life.
I therefore find myself questioning not merely what is technologically possible or legally permitted, but what is ethical and morally responsible.
A law, regulation, permit, government program, or official position may confer legal authority within a human created system. But does legal authority necessarily confer the moral authority to deliberately intervene in natural systems upon which all Life depends, particularly when those interventions have the potential to extend far beyond the boundaries of the jurisdiction or institution authorizing them?
Air does not stop at a political border. Water moves through watersheds, rivers, groundwater systems, and oceans. Wildlife migrates. Seeds travel. Atmospheric systems move across provinces, states, countries, and continents. What is introduced into one part of these interconnected systems may not remain neatly within the geographical boundaries drawn on a human map.
And so another question arises for me:
Who speaks for the Earth and for the forms of Life that cannot consent to being subjected to human experiments or technological interventions?
If an intervention has the potential to alter rainfall, atmospheric chemistry, sunlight reaching the Earth, soil chemistry, ecosystems, natural flora and fauna, or human health, then surely the question cannot simply be whether the technology can be deployed.
We must also be willing to ask: Who decided it should be deployed? Upon what evidence? With what safeguards? What are the potential consequences? Who monitors those consequences? Who assumes responsibility if something goes wrong? And who gave anyone the authority to make such a decision on behalf of everyone and everything potentially affected?
These are not entirely new questions for me.
In May 2019, I preserved some of my earlier research and concerns in an article titled “What Is Weather Modification?”, which included an email I had written while trying to find answers.

At that time, I really did not know what to do with the information I was encountering or where to take my inquiry. I had questions, but I did not yet have the documentary trail that I am now beginning to assemble.
Seven years later, the South Carolina testimony brought those questions back to the surface.
I am still perplexed by the implications of some of what I am discovering. The atmosphere, water, soil, sunlight, ecosystems, and other foundations of Life sustain all of us, including those working within governments, corporations, universities, and research institutions, along with their children and loved ones. I find it difficult to comprehend why anyone would knowingly undertake an activity capable of causing significant or irreversible harm to the very environment upon which they and those they love also depend.
Yet that is precisely why I do not want to begin with a conclusion and then search for evidence that confirms it.
I want to follow the record.
As I listened to Blake Horwitz’s testimony, my curiosity deepened. I wanted to know the history behind what he was describing.
How far back did weather modification go? When did government agents begin documenting or regulating these activities? Was weather modification merely something being proposed for the future, or had people already been experimenting with and implementing these technologies for decades?
And what might I discover if I followed the legislative record back toward its beginnings?
I began asking more specific questions:
What has actually been done? By whom? For what stated purpose? What substances and technologies have been used? What has actually been released into the atmosphere? What environmental and health consequences have been studied? What effects upon flora and fauna have been considered? Who provides oversight? Who keeps the records? Who assumes responsibility when unintended consequences occur? What information has been made available to the public? And perhaps most fundamentally, who decided that anyone had the authority to intervene in these natural systems in the first place?
Those questions brought me back more than half a century, to 1971, when both Canada and the United States enacted federal legislation concerning weather modification within days of one another.
What I discovered deserves careful examination.
My intention with this article is not to tell anyone what they should believe. It is to preserve and examine the documents, testimony, legislation, regulations, treaties, court records, scientific literature, and historical material I have located so that others can follow the sources, ask their own questions, and examine the evidence for themselves.
There is also an important distinction I intend to maintain throughout this inquiry.
Something stated during legislative testimony is testimony.
Something asserted in a lawsuit is an allegation unless and until it is independently established.
A government document establishes what that particular document actually records. It does not automatically establish every interpretation someone may subsequently attach to it.
An interpretation is an interpretation.
An inference drawn from several pieces of evidence remains an inference, no matter how compelling it may initially appear.
And the existence of a technology, patent, research program, regulation, or funding stream does not, by itself, establish that a particular technology has actually been deployed in a particular place or in the manner someone alleges.
I want to know what the documentary record actually establishes, where that record is incomplete, where different interpretations of the evidence exist, and where important questions remain unanswered.
Because the deeper I travel into this history, the more I realize that my question is no longer simply:
“Is weather modification real?”
The historical record itself takes the inquiry much further than that.
The questions before me now are:
What has been done? What is being researched or contemplated? Who has been making these decisions? Under what authority? With what public knowledge or consent? With what oversight? With what consequences? And what responsibility do we have to safeguard this extraordinary blue green Earth and the intricate web of Life that none of us created, yet every one of us depends upon?
The Facebook Video That Began My Inquiry
The video I encountered was titled:
“4/30/26, H4624 South Carolina Clean Air Act Testimony by Attorney Blake Horwitz of the GeoFight.”
Horwitz introduced himself as a federal trial practitioner with more than 30 years of experience and as a member of a group of lawyers called GeoFight. He told the committee that the group had filed a lawsuit on behalf of a whistleblower. Pasted text (2)
According to Horwitz, the whistleblower was an atmospheric scientist who had worked with NOAA and the University of Colorado. Horwitz alleged that historical weather information had been destroyed and that the whistleblower had been retaliated against after raising concerns. Pasted text (2)
Horwitz further told legislators that the lawsuit contained approximately 66 citations and that much of the material supporting it consisted of government documents. Pasted text (2)
Those are significant allegations.
But testimony before legislators does not by itself establish that every assertion made during the testimony is true.
So I began looking for the underlying documentary record.
South Carolina H.4624 Is Real
The first thing that can readily be established is that South Carolina H.4624 is genuine legislation.
The official South Carolina Legislature describes H.4624 as a bill to enact the South Carolina Clean Air Act.
The proposed legislation would prohibit:
“the intentional emission of any air contaminant whose purpose is to affect temperature, weather, or sunlight intensity”
and would establish criminal penalties and enforcement mechanisms. South Carolina Legislature Online
The bill contained an exception for cloud seeding performed pursuant to a public contract. South Carolina Legislature Online
The legislative record shows that H.4624 was prefiled on December 16, 2025, introduced in the House on January 13, 2026, and referred to the House Committee on Agriculture, Natural Resources and Environmental Affairs. South Carolina Legislature Online
The official legislative history available after the 2025–2026 session does not show H.4624 becoming law. It remained a bill referred to committee. South Carolina Legislature Online
That distinction matters.
The April 30 presentation was testimony concerning proposed legislation, not a judicial determination that every statement presented during the hearing had been proven.

The NOAA Whistleblower
One of the most interesting parts of Horwitz’s testimony concerned the background of the whistleblower represented in the lawsuit.
Horwitz described him as an atmospheric scientist associated with NOAA and historical atmospheric information.
I wanted to know whether that background could be independently corroborated.
It can, at least in part.
NOAA’s own National Centers for Environmental Information records identify Justin Mabie as a:
“Space and Terrestrial Weather Specialist.”
NOAA metadata also identifies Mabie as a point of contact or distributor for numerous historical geophysical and atmospheric datasets. NCEI
For example, NOAA records identify him in connection with geomagnetic information and ionospheric databases, including datasets containing historical observations extending back decades. NCEI
This establishes that Mabie’s association with NOAA and historical geophysical data was real.
It does not, by itself, establish the much larger allegation that historical atmospheric records were intentionally destroyed in order to create justification for geoengineering.
That allegation requires examination of the lawsuit, supporting evidence, responses from the defendants and any subsequent findings by the court.
That is an area I intend to continue researching.
Horwitz’s Remarkable Statement About the Ten Day Reporting Requirement
One statement in the testimony particularly caught my attention.
Horwitz said that companies engaging in weather modification could notify NOAA ten days beforehand and characterized the federal system primarily as one of notification rather than approval.
The precise implications of his characterization require qualification, but the underlying ten day reporting requirement is real.
Federal regulation 15 CFR §908.4 states:
“Any person intending to engage in any weather modification project or activity in the United States shall provide a report of his intention…”
and that report ordinarily must be received by the Administrator at least 10 days before commencement of the project. Legal Information Institute
The report includes information concerning the operator, sponsor, purpose, dates, target and control areas, ground equipment and airports used for airborne operations. Legal Information Institute
This was an important discovery for me because it demonstrates something that should no longer be controversial:
Weather modification is not merely a theoretical subject. The United States has had a federal reporting framework governing weather modification activities for decades.
That does not mean every proposed technique has actually been deployed, nor does filing a report constitute unrestricted federal permission.
It means that weather modification is sufficiently real that the federal government established regulations requiring certain activities to be reported.
Then I Asked: What About Canada?
That question led me somewhere I had not expected.
Canada has its own federal legislation called the:
Weather Modification Information Act
The Act remains part of Canadian federal law.
The current consolidation identifies it as R.S.C. 1985, c. W-5, but its legislative history goes back much further.
The original legislation was Chapter 59 of the Statutes of Canada, 1970–71–72.
According to a Government of Canada publication, Parliament passed the legislation and it received Royal Assent on December 15, 1971. Publications.gc.ca
The regulations implementing its reporting requirements became effective on July 23, 1974. Publications.gc.ca
Read Canada’s Weather Modification Information Act
What Does Canada Mean by “Weather Modification”?
This is where reading the legislation itself becomes important.
The Act is expressly:
“An Act to provide for the obtaining of information respecting weather modification activities.” Department of Justice Canada
In other words, Canada’s legislation is principally an information and reporting statute.
It is not, by itself, a blanket authorization for weather modification, nor is it a blanket prohibition.
It creates a federal mechanism for obtaining information about activities being conducted.
And the information required is surprisingly detailed.
Before Weather Modification Begins
Section 3 requires someone proposing to conduct weather modification activities in Canada to inform the Administrator.
Before commencing the activity, the operator must provide information concerning:
- the date, time and location of the activity;
- the names and addresses of those conducting it and those for whom it is being conducted;
- the purpose;
- the equipment, materials and methods being used; and
- the geographic area that may be affected. Department of Justice Canada
That alone tells us something important.
Parliament was not merely contemplating weather modification philosophically.
It created a reporting structure designed to identify who was doing it, where they were doing it, why they were doing it, what materials they were using and what geographic area could be affected.
What Substances Are Being Released?
Section 4 becomes even more interesting.
Anyone conducting weather modification must maintain daily records.
Among the required information is:
“the chemical nature, physical properties and quantities of any substances emitted into the atmosphere for the purposes of weather modification”
The records must also contain information concerning equipment locations and operations and meteorological observations made within the geographic area affected or intended to be affected. Department of Justice Canada
Monthly reports must then be submitted describing the nature and scope of the activity and relevant meteorological observations. Department of Justice Canada
For me, this raises an obvious question:
What do those historical reports contain?
Which substances have been reported?
Who submitted the reports?
Where did the activities occur?
What methods were used?
How many reports have been filed since the legislation came into operation?
Those are factual questions that should be answerable through government records.
Can Canadians Obtain Those Records?
Section 5 of the Canadian Act is especially noteworthy.
It says information obtained under the Act:
“may be made public or made available on request to any member of the public.” Department of Justice Canada
That provision opens another avenue of inquiry.
Rather than speculating about what weather modification activities have occurred in Canada, we can ask whether Environment and Climate Change Canada retains the reports filed pursuant to the Act and whether those reports can be obtained.
That is something I would very much like to pursue.
Weather Modification Predates the 1971 Legislation
Another important discovery is that weather modification did not suddenly appear when Canada enacted this law.
Canadian cloud seeding and weather modification research had already been occurring for years.
One particularly well documented example involves hail suppression in Alberta.
In the 1950s, Alberta agricultural interests were already pursuing hail suppression using cloud seeding techniques. Ground based silver iodide generators were used, and aircraft seeding was subsequently incorporated.
This historical context changes the way I read the 1971 legislation.
Parliament was not legislating solely about some hypothetical future technology.
Weather modification activities already existed.
The question therefore becomes:
What caused Parliament to decide in 1971 that a national information and reporting system was necessary?
That led me into Canada’s parliamentary history.
Parliament Was Debating How Weather Modification Should Be Regulated
The legislative history shows that Canadian parliamentarians were considering more than one approach.
In 1970, MP Arnold Peters introduced Bill C-24, which proposed legislation concerning the operation of rainmaking equipment.
Meanwhile, the government proceeded with Bill S-11, whose approach emphasized obtaining information concerning weather modification activities.
The competing approaches are fascinating because they reveal an important policy question:
Should weather modification be subject primarily to licensing and regulatory approval, or should the federal government primarily require disclosure, record keeping and reporting?
The information and reporting model ultimately became Canadian law.
This is an area where I intend to preserve additional parliamentary testimony as I locate the original committee proceedings.
Something Else Happened in December 1971
This is where the timeline became particularly interesting to me.
Canada’s Weather Modification Information Act received Royal Assent on:
December 15, 1971.
Three days later, on:
December 18, 1971,
the United States enacted Public Law 92-205, creating its own federal weather modification reporting framework.
The proximity of those dates is remarkable.
However, timing alone does not prove that the governments coordinated their legislation.
That requires documentary evidence.
What we can establish is that both countries created federal weather modification information systems at virtually the same historical moment.
And a few years later, the two governments formalized information sharing.
Canada and the United States Sign a Weather Modification Treaty
On March 26, 1975, Canada and the United States entered into the:
Agreement Between Canada and the United States of America Relating to the Exchange of Information on Weather Modification Activities
This is an official Canadian treaty.
Its introductory language is particularly revealing.
The governments stated that they were aware that weather modification conducted by either country or its nationals could affect the territory of the other.
They also expressly acknowledged the:
“diversity of weather modification activities in both Canada and the United States”
conducted by private parties, state and provincial authorities, and the federal governments themselves. Treaty Accord

This is not speculation.
It is an international agreement between Canada and the United States.
What This Does, and Does Not, Establish
At this point I think several distinctions become essential.
The historical record establishes that weather modification technologies exist, that cloud seeding has been conducted for decades, that Canada and the United States created reporting systems for weather modification, and that the two countries entered into an international agreement concerning weather modification activities capable of having cross border effects.
None of that, however, automatically establishes that every persistent white trail behind an aircraft is an intentional weather modification operation.
Those are different propositions requiring different evidence.
This distinction becomes particularly important when examining another portion of Horwitz’s testimony.
Aircraft Trails and Aviation Pollution
Horwitz discussed persistent aircraft trails and argued that aircraft exhaust cannot accurately be characterized as consisting solely of water.
There is an important distinction buried within that argument.
Aircraft engines obviously emit more than water vapor. Combustion produces numerous emissions and particulate matter.
Aviation also affects atmospheric conditions, and persistent contrails can develop into cirrus cloud formations that influence Earth’s radiation balance.
But establishing that aviation emissions alter atmospheric conditions does not establish that a particular visible trail is intentionally dispersing substances for weather modification.
Similarly:
Weather modification exists.
Atmospheric aerosol research exists.
Cloud seeding exists.
Aviation emissions exist.
Persistent contrails exist.
Solar geoengineering research exists.
Those facts should not automatically be collapsed into a single phenomenon.
If intentional atmospheric dispersal is alleged in a particular case, then the appropriate questions are:
Who conducted it?
What material was dispersed?
From what aircraft or equipment?
For what purpose?
Under whose authority?
Where is the operational documentation?
Was a weather modification report filed?
What do atmospheric samples show?
Those are evidentiary questions.
Sulfur Dioxide and Solar Geoengineering
Horwitz also discussed stratospheric aerosol injection, or SAI.
The basic concept is real.
SAI is a proposed form of solar geoengineering in which reflective material would be introduced into the stratosphere in an attempt to reflect a portion of incoming solar radiation.
Sulfur dioxide has frequently been discussed as a candidate material because volcanic eruptions provide evidence that stratospheric sulfate aerosols can temporarily affect Earth’s temperature.
But here again we must distinguish between:
scientific proposals,
laboratory research,
computer modelling,
small scale experimentation,
and
large scale atmospheric deployment.
Evidence for one does not automatically establish the others.
That distinction becomes important when evaluating companies such as Stardust and Make Sunsets and statements concerning privately financed geoengineering.
Weather Derivatives
Another subject raised during the testimony was weather derivatives.
Weather derivatives are real financial instruments.
They allow businesses to hedge financial exposure to measurable weather conditions such as temperature, rainfall or snowfall.
For example, a business whose revenue depends heavily upon temperature could structure a derivative around a predetermined weather index.
However, the existence of weather derivatives does not itself establish that someone is manipulating weather to profit from those contracts.
Horwitz suggested that the financial market could create an incentive worth examining.
That is a hypothesis concerning motive.
Demonstrating actual manipulation would require additional evidence showing both the weather intervention and the relationship between that intervention and a financial position.
Again, the distinction between possible incentive and evidence of conduct matters.
Why I Find the 1971 History So Important
What began as a Facebook video has led me somewhere much more interesting than the original post.
I no longer need to ask whether governments recognize weather modification as a real category of activity.
Their own laws answer that question.
Canada has had a federal Weather Modification Information Act since 1971.
The United States established a federal reporting regime at essentially the same time.
Canada requires records concerning substances emitted into the atmosphere for weather modification.
The United States requires advance reporting of qualifying weather modification projects.
And in 1975, Canada and the United States entered into an international agreement recognizing weather modification activities conducted by private parties, provincial and state authorities and federal governments.
Those are documented historical facts.
The much more difficult questions concern what has actually been done, by whom, where, using what substances, and under what authority.
Those questions require records rather than assumptions.
The Question I Am Now Asking
Canada’s legislation may give us an extraordinary opportunity to move beyond speculation.
Section 5 says information obtained under the Weather Modification Information Act may be made public or made available to members of the public. Department of Justice Canada
So I am now asking:
Where are Canada’s weather modification reports?
I want to know what records have been filed since the Act came into operation.
I want to know who filed them.
I want to know where the projects occurred.
I want to know what equipment was used.
And, particularly because Parliament specifically required this information to be recorded, I want to know:
What substances were emitted into the atmosphere, in what quantities, and for what stated purpose?
Those questions do not require speculation.
They require records.
And if those records are public, I think they are worth examining.
A Note About Inquiry and Discernment
For me, genuine inquiry requires that I remain willing to discover that something I initially believed may not be supported by the evidence.
It also requires that I remain willing to investigate information simply because it challenges a prevailing assumption.
Neither automatic belief nor automatic dismissal serves genuine inquiry.
The existence of misinformation surrounding a subject does not make every question illegitimate.
Likewise, the existence of documented weather modification does not prove every allegation associated with geoengineering.
I prefer to go to the legislation, regulations, treaties, court documents, government records and scientific literature whenever they are available.
That is what I have attempted to do here.
And this inquiry is not finished.

My name is Blake Horwitz. I’m a federal trial practitioner. I’ve been practicing in federal court for over 30 years, and I do know what it is to present evidence.
I’m a member of the GEO Fight. It’s a group of lawyers who have gotten together and decided to do something about exactly what you’ve heard today from the various witnesses.
We actually put together a lawsuit on behalf of a whistleblower.
The lawsuit was just filed, and Representative Lee has access to it. You can also look at it online at our website.
We put together what we believe is the most up to date data relative to geoengineering.
The whistleblower we represent is an atmospheric scientist. He worked for NOAA and the University of Colorado.
What we allege in the whistleblower claim is that evidence was being destroyed in order to create a new narrative related to geoengineering.
The evidence at issue was historical weather information.
Our client, who worked with historical atmospheric data, alleges that information was being destroyed and that he was retaliated against after raising concerns.
The lawsuit contains much of what has been discussed here today. It is approximately 33 pages and contains approximately 66 citations identifying the sources upon which we rely.
Research Funding and Weather Intervention
Hundreds of millions of dollars, according to the documents we cite, have been spent on research concerning intervention in Earth’s weather.
We cite federal documents concerning money going to the University of Colorado, Colorado State University and NOAA related research.
Weather modification itself has a much longer history extending back into the 1950s and 1960s.
Private Companies and Federal Reporting
The lawsuit also discusses privately held patents designed to intervene in weather and private companies including Stardust, Rainmaker and Make Sunsets.
Under federal weather modification reporting requirements, an operator generally provides NOAA advance notification concerning qualifying activities.
The federal system is principally a reporting system rather than a general licensing system.
This is one of the reasons I believe South Carolina should consider legislation governing activities occurring within the state.
Aircraft Emissions and Trails
There has also been considerable discussion concerning trails produced by aircraft.
Aircraft exhaust is not simply water.
Studies concerning airports document particulate pollution associated with aviation activity.
My argument is that when discussing aircraft trails we should consider the complete composition of aircraft exhaust rather than describing everything visible behind an aircraft simply as water.
I am not saying that everything observed in the sky necessarily has the same composition or purpose.
I am saying that aviation produces emissions and particulate matter and that this deserves examination.
Contrails and Atmospheric Effects
Persistent aircraft trails can also affect atmospheric conditions.
Cloud formations associated with aviation can influence Earth’s radiation balance by affecting how heat enters and leaves the atmosphere.
The existence of an atmospheric effect from aviation is therefore itself an example of human activity affecting atmospheric conditions, although that question should be distinguished from whether a particular trail constitutes intentional weather modification.
Sulfur Dioxide
Another issue is sulfur dioxide.
Sulfur dioxide has been proposed for solar radiation modification because sulfate aerosols can reflect incoming sunlight.
There are environmental and health questions associated with introducing substantial quantities of sulfur compounds into the atmosphere.
Farmers may also be concerned about the effects of atmospheric chemistry and acid deposition upon soil chemistry and agricultural productivity.
Weather Derivatives
There is also a financial market involving weather derivatives.
Weather derivatives allow businesses to hedge against changes in measurable weather conditions such as temperature, rainfall and snowfall.
A ski resort, agricultural operation or other weather dependent business might use such an instrument to reduce financial exposure to unusual weather.
The existence of these markets raises questions about financial incentives associated with weather, although establishing intentional weather manipulation for financial gain would require additional evidence.
Geoengineering
I also want legislators to examine statements made by federal officials concerning solar geoengineering and stratospheric aerosol injection.
There are proposals to introduce reflective material into the upper atmosphere in an attempt to reduce incoming solar radiation.
Sulfur dioxide is among the substances discussed in relation to stratospheric aerosol injection.
These technologies raise questions concerning health, environmental effects and governance.
Committee Discussion
Committee members asked Horwitz to provide the lawsuit and supporting documentation.
Horwitz said he could provide it that evening.
Committee members emphasized that they were hearing a great deal of unfamiliar information and wanted documentation so that the claims could be examined.

So my name is Blake Horowitz. I’m a federal trial practitioner. I’ve been practicing in federal court for over 30 years, and I do know what it is to present evidence.
So I’m a member of the GEO Fight. It’s a group of lawyers who have gotten together that decided to do something about exactly what you’ve heard today from all the various witnesses. And we actually put together a lawsuit on behalf of a whistleblower.
The lawsuit was just filed, and Representative Lee has access to it. You could also look at it online at our website. And we put together the most up to date data of everything there is relative to geoengineering.
The whistleblower that we represent is an atmospheric scientist. And he worked for NOAA, that you all may know what that is. That’s the federal branch that deals with weather and atmospheric testing and oceanic activities.
And he worked with NOAA and the University of Colorado. And what he learned with regards to the whistleblower claim that we filed was that evidence was being destroyed in order to create a new narrative. And this new narrative has to do with geoengineering.
So real briefly, the evidence that was destroyed was historical information concerning weather data. And this atmospheric scientist who was the steward, the historian, the guy that handled all of the historical weather data for the United States and the United Nations, learned that this information was being destroyed in order to create a convenient narrative to allow all this geoengineering to take place right now. And it is taking place.
Just as Dane Wiginton mentioned, it’s taking place. And as everybody else said, it’s taking place. So he decided to blow the whistle on it, and he was retaliated against.
The Lawsuit and Research Funding
What’s contained within the lawsuit? Almost everything that has been testified here is contained within the lawsuit. And what’s there for everybody to see, for you to have very quick access to, in 33 pages, we have approximately 66 citations to information identifying exactly what’s going on.
So what do we know is going on? Hundreds of millions of dollars are being spent on intervening in the Earth’s weather. How do I know that?
Because we have published the federal documents which demonstrate the money that’s being sent, that was sent to the University of Colorado, Colorado State University, spent by NOAA, paid by NOAA. We have citations to the actual information. And let me just say it again.
The purpose for the research is to engage and to intervene on the weather. So that which has been going on for a very long time already, historically, from the 1960s, 1950s, they’re studying that now and they call it studying, but the studying and the spending of all this money, and I say they call it research, has been going on for at least 10 years to the tune of hundreds of millions of dollars. This is what’s going on at the University of Colorado.
Patents, Private Companies and NOAA Reporting
What else is contained within the lawsuit? The patents, privately held patents that are specifically designed to intervene on the weather. U.S. held patents that are specifically designed to intervene on the weather.
All the investments by private companies to do exactly what Mr. Kennedy is saying: Stardust, Rainmaker, Making Sunsets.
To be super clear, they are allowed to come into the United States airspace. They are allowed to come in and spray chemicals in the air, and all that is required, there’s no safeguarding of this, all that is required is that they let NOAA know 10 days ahead of time.
NOAA doesn’t say no. NOAA doesn’t police it. NOAA doesn’t evaluate it. They just say, thank you for giving the report.
So to be clear, the United States is tacitly complicit in allowing corporations to come in and change the Earth’s atmosphere in the United States.
It’s an atrocious thing that is going on. And if anybody’s asking the question, why should South Carolina pass a law? That is answer, simple answer number one: don’t allow any corporation to come into our airspace in South Carolina.
I’m not saying I live in South Carolina, but you know what I’m saying. Don’t let people come in and contaminate our airspace. And to be clear, this is presently allowed.
The bill that you guys are thinking of passing would prohibit that. And why would you not want to prohibit it?
So the question has been asked, well, what’s occurring? What’s going on? What has been going on?
You have affirmative, clear evidence that this is exactly what can happen in your state, wherein your airway is bought and paid for, is allowed to be contaminated by corporations.
They advertise it. They say that’s what they’re going to do. That is what they are doing.
Stardust
In fact, Stardust stated they were starting in April.
A little bit about Stardust. As Mr. Kennedy mentioned, they’re capitalized at 60 million. Our numbers are that it’s about 70 million.
The gentleman that owns Stardust is an atmospheric scientist. The folks that know exactly what’s going on with regards to the atmosphere.
He’s an atmospheric scientist from Israel. He’s heavily capitalized from Israel. And coming into the United States, the corporation is incorporated in Delaware in the United States.
And they’re coming into the United States to do this. This can’t be allowed. There’s no way this could be permitted.
And why is it being done? Meaning, what is it they have to offer? What they have to offer is carbon credits.
In other words, you give me some money, I’ll go contaminate the skies. I’ll put sulfur dioxide in the sky or whatever it is they choose to use. And then you get a carbon credit.
You, company, get a carbon credit by paying me to pollute the skies. These guys are, you think of 60 million dollars or 70 million dollars. This is what these guys have.
And many other companies are doing this.
Aircraft Trails and Airport Pollution
The other questions about, well, what’s in the sky? What do we see right now?
People are talking about trails in the sky. And I’d like to discuss that a little bit and just bring some real simple logic to what that’s about.
So if you say to yourself, well, what are these white trails coming from these airplanes?
A simple understanding of that can be this. What the federal government wants you to believe is it’s just condensation trails. It’s just water.
And I submit that that’s impossible, that it’s just water.
Because if you go to the airports, you will see that at the actual airports, and all the studies done around airports, is that there’s tremendous pulmonary disease and diseases associated with having inhaled or having contact with your skin. A number of issues including, oh, I’m forgetting it right now, I apologize.
But at the end of the day, the augmentation of disease as reflected in the various research around the airport has demonstrated that within a five to 10 mile radius of the airport, there’s been tremendous disease caused by the inhalation of particulate matter.
And the particulate matter, small little particles, Dane Wigginton mentioned some of that, small little particles, there’s a plethora of it around the airport.
So if it’s in the airports where they take off and land, if it’s in the airport, then it’s got to be up in the sky because they’re using the same fuel to land and take off as they are up in the sky.
Now, I am not saying that therefore everything that’s up in the sky is the same as what’s contained within the airports.
But I am saying that there are 30 to 40 million flights a year. And if there are 30 to 40 million flights a year around the globe, then clearly the trail they’re leaving, 30 to 40 million flights, the trail they’re leaving, and I’m intentionally not calling it a chemical trail or a condensation trail, let’s just call it a trail.
The trail they’re leaving is going to have the same material as that which you see around the airports.

And the studies are done all over the world. And all over the world, they demonstrate that the level of disease around airports within a five to 10 mile radius is constant and significant and is also affected by where the wind blows.
Meaning, if the wind blows downstream, there’s a greater concentration of disease and problems that people are having associated with contamination and pollution, consistent with where the airport is.
Contrails and Atmospheric Warming
So the point is that you cannot just look at these clouds in the sky that are created by airplane trails and say, oh, it’s just what the federal government says. And it’s just water vapor.
Let’s take the next level.
The federal government, let’s just assume that they’re right. That the federal government says it’s water vapor, right? Let’s just assume that for a moment.
Looking at all the trails, it’s the reason why everybody has come here to testify, is because they know their skies are changing.
Let’s just think about that for a moment.
What the federal government admits to, the EPA states, is that those trails are geoengineering.
In other words, those trails create a warmer planet, a change in the planet’s temperature. That is what the EPA says.
So our United States federal government is telling us that there is a change in our atmosphere.
There is a heating up of the planet caused by those trails. And without getting into all the science associated with it, you can just acknowledge they state it.
And a quick summary of it is, is that when the sun heats up the planet during the day, the heating of the planet during the day is supposed to be released at night.
So the radiation from the planet, from the sun’s rays, is supposed to be released at night. That’s a traditional way of things.
But when there’s, so at night we see clouds, right? Less, I’m sorry, we see stars, less clouds.
If the clouds are there from the airplane activity, then that heat stays contained within the planet, within from the ground level to where the cloud is at. And the cloud, I mean, from the airplanes.
So consequently, what is occurring is an increase in temperature.
How do I know this? Just go to the EPA website where they admit that this is what’s occurring, that this is actually geoengineering.
Meaning that it’s anthropogenic, human, man made changing of the Earth’s atmosphere and temperature.
Sulfur Dioxide, Acid Rain and Soil
So another thing I’d like to address is the issue associated with certain sulfur dioxide being placed into the air.
And one of the members here who was a farmer, it’s essential to understand that when you have sulfur dioxide into the air, it changes to sulfuric acid.
And sulfur dioxide is one of the techniques used by these companies that are coming in and putting contaminants in the air because sulfur dioxide is a good technique to reflect the sun’s rays, supposedly.
As a farmer, a major concern is the change, as Mr. Wiginton stated, relative to aluminum.
But sulfur dioxide will change the chemical makeup of your soil and it will create and bring forth aluminum in your soil.
So just by having sulfuric acid, acid rain come down onto your soil, it’ll be more difficult for you to grow your crops.
You’ll need more chemicals in order to provide more nitrogen, et cetera. And the macronutrients for your soil, you’ll need more in order to grow your crops.
So if you have a concern as a farmer, then as you probably know, the larger corporations, Monsanto, et cetera, are now inventing a seed that is resistant to the aluminum in your soil, the aluminum in your soil that also very much comes from acid rain.
And that’s a very well accepted study. It’s very well accepted among farmers and among those who study soil technology and soil science.
That is exactly what transpires.
So if you ask the question, why as a farmer am I concerned about this? Why should we be concerned about this as human beings?
What is going on in the skies?
At a minimum, I’ve demonstrated that there is contamination occurring in the sky, that the contamination is occurring from particulate matter that we see, we know it’s at the airports.
At a minimum, we know it’s there.
All the studies demonstrate it. We all can feel it when we’re at a congested airport.
So this demonstrates that there’s something obviously going on that we can feel tactilely, that we know that we can understand, regardless if we believe anybody else that’s testified here today.
And because I hear that you guys are asking questions and you’re saying, well, how do we know this? How do we know that? What does the science show and all that?
What I’ve stated is simple proofs that demonstrate relatively easy to understand concepts to show what’s going on and that which is admitted to by the federal government.
Weather Derivatives
The other thing that’s important to know, I know I’m throwing a lot of information there, but I think you can have an opportunity to look at this at some other time as well.
There is actually a new business beyond the business of painting our skies and contaminating our skies.
There’s a brand new business that’s called weather derivatives.
Weather derivatives, please look it up. Weather derivatives, and what is that?
Weather derivatives ultimately, for farmers or for anybody who wants to invest in what’s now a stock market associated with weather, believe it or not, it works in this crazy fashion.
And I’m not just, you know, sometimes people look at you, you’re a lawyer, you must be exaggerating. I’m not exaggerating here.
They can buy a product whereby if there’s an increase in one to two degrees in temperature or an augmentation in rainfall, then there will be a payout for the purchase of a weather derivative.
You look it up, it’s there. It’s even at Wikipedia, weather derivatives.
In other words, a person wouldn’t have to show actual damage to their property in order to get a payout on a weather derivative.
So if a ski resort wants to, say, help secure or hedge their financial status by securing weather derivatives, they can actually just demonstrate that they had a couple inches less of snow or more snow or whatever, or more rain.
So is there an incentive to chemicalize the air in order to cause more rain, cause less rain, cause higher temperatures, et cetera?
The answer is yes.
It is derived from an almost impossible to hear phenomenon called weather derivatives.
It is a privately, it’s a technique that’s not on the open stock market, the traditional stock market that we can see, like the New York Stock Exchange.
Please look it up and do the research.
It’s a relatively complicated phenomenon to explain, but it is being bought and sold on the market. Please look into that.
Horwitz Quotes EPA Administrator Lee Zeldin
So I would encourage, for those that think there’s not enough evidence, please look at the lawsuit that we filed.
I’m now going to quote from page 153. I’m sorry, paragraph 153.
This is the EPA chief, Lee Zeldin. This is the guy that is responsible for the EPA and who says what is going on relative to geoengineering.
These are his words.
August 23rd, 2025, paragraph 153 of the lawsuit. These are his words regarding geoengineering and weather modification.
August 23rd:
There has been government funding that has gone towards some of these efforts.
There are entities and people who want to drastically scale these activities up.
There are these activities to make changes to the stratosphere or lower atmosphere and try to deflect the sun’s rays from hitting the Earth to instead sending it back into space.
In the case of stratospheric aerosol injection, you are talking about putting sulfur dioxide, a lot of it, for a long time into the upper atmosphere, which, by the way, turns into acid rain.
There are real health concerns with regards to these activities. It is not thoroughly studied, approved, trusted, or vetted.
You have people that want to do it on their own, for someone to hand over a billion dollars and dump a whole bunch of sulfur dioxide into the stratosphere.
It does not sound good. It does not sound right. The consequences are grave.
Activities are going on in Europe and Asia. What other countries decide to do impacts Americans.
Blake Horwitz continues:
So that is affirmative evidence that if we were suing the federal government, if our lawsuit was a federal government, he’d be the first witness that I would call to testify because that’s what he said based upon their understanding and their research is going on.

Well, I would imagine with federal litigation, it’s going to take a long time.
But quite frankly, and I think more importantly, is that we, you know, if lawyers want to be sort of strategic, they don’t lay it all out there in the beginning.
We laid it all out.
We laid out everything as it relates to the geoengineering issue.
So if the question is, for example, you know, in trial you’ll figure out whether or not there’s truth to this thing, the truth is, it’s like me citing, for example, that today in South Carolina there was a hearing with you guys present and you guys spoke about these issues.
That’s the type of citation I would be putting in there. That’s the type of citation that’s in there.
It’s not hyperbole or lawyer exaggeration.
So the point is, for these issues, you don’t need to wait for trial.
These issues, it is all well established by documents.
You can have a clerk look up every citation that we cited to, and you will see it is all perfectly accurate, and you’ll be very, very clear that there are private companies, for example, that are seeking to enter our airspace, actually starting in April.
So we’re at April 30th right now. That’s when Stardust said they would come in and contaminate our airspace.

Canadian interest in deliberate weather modification substantially predates the 1971 Act. By the 1950s, Alberta farmers were dealing with major crop losses from hail and began financing commercial hail suppression.
In 1956, farmers in Alberta hired I. P. Krick and Associates of Canada to conduct hail suppression. The program initially used ground based silver iodide generators, and aircraft seeding was added in 1960. At the same time, the Alberta Research Council, the Canadian Meteorological Service and the National Research Council became involved in systematic hail research. Journal of Weather Modification
So by the time Parliament addressed the subject in 1970 and 1971, cloud seeding was not hypothetical technology in Canada. It had already been conducted for roughly 15 years.
Parliament first considered regulating it
An especially interesting piece of the legislative history is Bill C-24, introduced in the House of Commons in 1970.
Its title was:
“An Act to govern, license and regulate the operation of Rainmaking Equipment in Canada.”
The parliamentary record identifies the sponsor as Arnold Peters, an NDP MP. Lipad
That proposal went considerably further than simply collecting information: it contemplated licensing and regulation.
Then the government introduced Bill S-11, which took a different approach. Its purpose was:
“to provide for the obtaining of information respecting weather modification activities.”
The two proposals were actually considered together by the House Standing Committee on Fisheries and Forestry in April and May 1971. Government meteorological scientists testified, including D. J. What Parliament meant by “weather modification”
The legislation wasn’t limited to something called “rainmaking.”
The present Act, carrying forward the original 1971 provisions, defines a weather modification activity as deliberately changing or controlling weather through physical or chemical means. Just three days later, December 18, 1971, the United States enacted Public Law 92-205, requiring reporting of American weather modification activities. U.S. law defined weather modification broadly as intentional artificial changes in the atmosphere’s “composition, behavior, or dynamics.” U.S. Code
That doesn’t by itself establish that the two statutes were coordinated, but it does show that both governments were formally establishing reporting regimes for weather modification at virtually the same time.
And this soon became explicitly bilateral.
Canada and the United States sign a weather modification treaty
On March 26, 1975, Canada and the United States signed the Agreement Between Canada and the United States of America Relating to the Exchange of Information on Weather Modification Activities.
The opening language is quite revealing. Both governments acknowledged:
– weather modification was being undertaken by private parties, provincial/state governments and federal governments
– activities in one country could potentially affect the territory of the other
– weather modification science and technology were expected to continue developing
– notification and consultation were therefore necessary. Treaty Accord

It even contains provisions for emergency weather modification activities, such as those associated with forest fires, where advance notification might not be possible. Publications.gc.ca
And there is another historical layer
During approximately the same period, weather modification was also being investigated internationally for military applications.
Declassified U.S. government records confirm that military rain augmentation experiments and operations were conducted in Southeast Asia between 1966 and 1972. Later U.S. government assessments described potential applications ranging from precipitation modification and fog dissipation to hail and lightning modification, while emphasizing that many proposed capabilities were technically uncertain or theoretical. That should be kept separate from Canada’s civilian legislation. I haven’t found evidence that Canada’s 1971 Act was enacted to authorize military weather modification. Its statutory purpose was obtaining information about weather modification activities occurring in Canada.

The Act requires someone proposing weather modification activities in Canada to provide information about the activity, including where and when it will occur, who is conducting it, its purpose, the equipment, materials and methods being used, and the geographic area that may be affected. There was also a separate British Columbia Weather Modification Act, which required permits for weather modification activities. As I began examining patents associated with weather modification, another question arose for me: How does obtaining a patent translate into the authority to deploy a technology that may affect people, the atmosphere, ecosystems, flora and fauna without their knowledge or consent?
What I discovered is important. A United States patent does not grant its owner permission to use the invention. The U.S. Patent and Trademark Office expressly explains that a patent grants principally the right to exclude others from making, using, selling, or importing the patented invention for a limited period. Whether the patent holder may actually deploy the invention depends upon other applicable laws and regulatory requirements.
This distinction changes the question.
The existence of a weather modification patent can document that a particular technology or proposed method existed and was sufficiently disclosed to receive patent protection. It does not, by itself, prove that the technology was deployed, nor does the patent authorize its deployment.
That leaves me asking what I believe is the more important question: If these technologies have actually been deployed, where does the legal authority to deploy them come from? What governmental body authorized the activity? What environmental review was required? What substances were released? What safeguards were established? Who was notified? What records were created? And what provision of law permitted an activity capable of affecting people and interconnected natural systems beyond those making the decision?
This is particularly important to me because the atmosphere is not private property contained within the boundaries of a laboratory or patent. Whatever is introduced into it has the potential to move beyond political and geographical boundaries and interact with natural systems shared by all Life.
The patent record therefore provides one piece of the historical puzzle. The next question is not simply, “What was patented?” It is, “What was actually deployed, by whom, and under what lawful authority?”

As this inquiry unfolded on Facebook, Michael Grisley shared additional material concerning the history of geoengineering and a video compiling patents associated with weather modification and atmospheric technologies. His comment also raised much broader claims involving government funding, weather warfare, HAARP, NEXRAD, atmospheric spraying, special access programs, and other alleged activities.
I am preserving the material because it forms part of the trail of information that prompted further questions. However, I do not regard the existence of a Facebook post, video, patent, or collection of patents as proof that every claim accompanying that material is true.
A patent establishes something much narrower: that an inventor disclosed an invention and obtained patent rights for it. It does not, standing alone, establish that the invention was manufactured, deployed, funded by government, secretly operated, or used against the public.
Therefore, rather than repeating these claims as conclusions, I am treating them as research questions.
Which of the patents shown in the video are authentic? What exactly does each patent describe? Was the patented technology ever developed beyond the patent stage? Is there documentary evidence showing deployment? Was government funding involved? If atmospheric materials were released, what substances were used and in what quantities? Which agency or organization conducted or authorized the activity? What legislation or regulation governed it? And are records of those activities publicly accessible?
This is where I believe discernment becomes particularly important. The existence of documented weather modification does not automatically prove every allegation made under the broader heading of geoengineering. At the same time, unsupported claims surrounding the subject should not prevent us from investigating the activities that are documented.
My intention is to separate the two, follow the evidence, and allow the documentary record to speak for itself.
