While scrolling through my Facebook news feed, I came across a video by Kali Spell about Council Tax in the UK/England. I then went to her Facebook page to review her other videos. What caught my attention wasn’t only the topic of Council Tax—it was her repeated focus on jurisdiction: who has lawful authority, what kind of process is actually being used, and what evidence exists (or doesn’t) in the court record.

I’m publishing Parts 1 and 2 together as a readable transcript, along with the original post description and a selection of public comments. Whether you agree with Kali Spell or not, the central question she raises is worth examining: if jurisdiction is not properly established, what follows from that—and what does a “liability order” truly mean in practice?

I’m also preparing records requests to better understand how “taxpayer” status is being applied to me within the administrative system. Specifically, I am looking for the legal basis and documentary trail relied upon to treat me as a taxpayer—e.g., where (if anywhere) that status is formally determined on the record, and what instrument, assessment, registration event, or statutory trigger is being relied upon. I’m also examining what authority—if any—I have knowingly granted (or not granted) to participate in, or be bound by, specific financial and administrative systems.

Part 1 Jurisdiction

This is not law of the land. It is legislation pretending to be law. Council tax only works if you are taught to confuse statute with law, and most people are never told the difference. What is being enforced operates under a foreign corporate jurisdiction, not common law, and it relies on presumption, paperwork, and silence rather than consent. Once you understand jurisdiction, the illusion starts to collapse. This is a deep dive and it will take a few parts to unpack properly. The power has always been with the people. We just have to remember how it was taken.

Let’s get this straight from the start: what’s being used against you is not the law of the land. It’s legislation—statute, corporate policy.

Law belongs to the land. Legislation belongs to their jurisdiction. Council tax only works if you confuse the two.

Before we can talk about council tax, we have to talk about jurisdiction again. Because if jurisdiction fails, everything that follows fails.

Council tax enforcement runs on presumed authority and presumed consent—not proven authority; presumed. There is no disclosed contract, no licence, no agreement you knowingly entered into.

Your council is a corporate entity. So, look at the basics of contract law:

  • Is there a meeting of the minds?
  • Is it open and honest?
  • Is there value or consideration?

No.

So what follows is compelled performance under a false presumption of obligation. Now, in law, that is servitude by fraud through illegal conversion.

Next illusion: we don’t have money anymore—we have fiat currency. We don’t have the ability to “pay.”

Money and currency—current sea—the law of the sea—are not the same thing. Currency is commercial, and it’s “coloured.” Coloured notes, coloured courts, colour of law.

In Black’s Law Dictionary, “colour” means counterfeit. It’s fake—an appearance of authority without lawful substance. Coloured currency, coloured courts: that’s deliberate.

So what’s actually happening here is what we’ve said: living men and women are being converted into personam—quasi-corporate identity vessels. No knowledge, no contract, no consent. This is fraud.

As set out in Archbold Criminal Pleading, Evidence and Practice (2025), the use of false instruments to convert legal status constitutes fraud and misconduct in public office. That applies to council tax officers, chief executives, and magistrates involved in the process.

So they apply administrative—admiralty—maritime doctrine on the land. Admiralty is a foreign jurisdiction. It applies to ships, cargo, corporations, and legal fictions. It does not apply to living people.

Now, if these corporations are ultimately forging documents, that’s the criminal (common-law) act of uttering—forging documents. Just saying.

This jurisdictional switch is never disclosed to you. No disclosure, no consent. No consent, no authority.

Once that switch is made, you are not dealt with judicially. As we’ve said, you are processed administratively.

When powers are exercised outside lawful jurisdiction, it’s void from the start. No authority can arise from fraud. This isn’t a clerical issue. This is misconduct in public office: misfeasance, nonfeasance, malfeasance.

And let’s be clear, as we’ve said before: we are not “the general public.” That’s a status trick. We are the people, and the people have lawful standing.

Here’s the principle they rely on you not knowing—and this maxim applies in full:

Fraud vitiates all it touches.

Is this not fraud? We know it’s fraud. Constitutionally, it is a fraud against the people.

Now, this is supported by case law. In Lo Biu v. Pratso (1941) (spelling as heard), the court held that failure to reveal the material facts of a licence or agreement is grounds for estoppel. And estoppel is “the clue in the title”: you stop the action permanently from the fraudulent side.

They do not obtain informed consent. That removes the authority.

What’s happening also infringes constitutional law: the Treason Act 1352—usurpation of lawful authority; the Bill of Rights 1689—no unlawful fines or powers before conviction; the Coronation Oath Act—no foreign jurisdiction in the realm; the preliminary Acts of 1351 and 1392—foreign authority imposed is a crime: treason, high treason.

So what you’re seeing isn’t law—it’s theatre. Statute dressed up as authority. It’s a great act. That’s why they call it an “Act.”

It’s a great piece of theatre that works in your mind. But it is just an administrative process disguised as justice. Judges are not operating on their oaths and bonds, as we have said. Courts are functioning administratively. Documents being forged—blah, blah, blah.

Final point: the power is with the people, and it always was. Our ancestors fought and died for these unalienable rights. The answers are already in. They’re in our constitution. They’re in our common law.

We just have to understand foreign state jurisdiction—how it’s imposed—and how the people have been usurped through presumption, fraud, and silence.

And the use of language—legalese—the serpent dual nature of legalese—is the objectification of your mind.

So this is not about ability to perform in fake fiat currency. Again: you have to understand jurisdiction, because when jurisdiction fails, everything else collapses.

If you email the court that it is supposed to come from, giving your name and D.O.B., and ask if they have a court order in your name, there won’t be any. Fake court summons is an invite—never do they actually come take u to court. It’s all a charade. Lose the fear: False Evidence Appearing Real!!

From what I have learned, we firstly need to ditch our persona—the one that was attached to us at birth using the adoption certificate (otherwise known as your birth (berth) certificate). Ad valorem = ad value lore rem.
Res is trust aka trucido = dead resident? Or identify the res. Are you a resident?
Municipal councils do abstract overlay of the land by numbers, address, street names. The post office deals with post codes.

Often folks like this say legislation from parliament or an Act of Parliament isn’t really law because we operate under common law yada yada.
So how do we prosecute peados? An Act of Parliament.

We can easily tell who’s correct if all you stop paying your council tax and wait for repercussions, and when you get to court you can tell them you don’t have to cos someone on FB says so—despite solicitors and all other legal advisors say otherwise. Google will tell these people are wrong.

Council tax is no more than a self-perpetuating contract that you actually create yourself, and it is not actually directed to you… it’s directed to a piece of paper that they’re hoping that you represent.
That piece of paper is parchment paper that has a bond number attached to it. This is called a birth certificate. That does not actually belong to you as it clearly states it is property of the crown.
If you open any correspondence from the council that has full name printed upon it, this is no more than a negotiation of that contract….
And under UPC law (universal postal code)… you’re not allowed to tamper with another’s correspondence; it is an indictable offence.
So what I do is I give any correspondence that is addressed to that piece of paper to that piece of paper.
You are under no obligation to contract with the caretakers known as the council… they cannot even get it into a small claims court because of the lack of contract.
This also goes for parking tickets, speeding fines, and any other notices that is only notifying that piece of paper of the impending contract.

Part Two: There is no liability order.

A notice of a liability order is not an order — just paperwork. If there is no court record, no case number, and no memorandum of entry, then there is no case.

What people are dealing with is administration, not law of the land. Data is the real currency now, and concealment of data is how this system survives. DSAR and Freedom of Information requests expose that concealment, because your data is your intellectual property and the data protection officer owes you a fiduciary duty.

Once you understand jurisdiction and data, the illusion starts to collapse. This is a deep dive and it will take a few parts. Stay tuned.

So, let me say this clearly: there is no liability order. There is no liability order.

You might get a notice saying there is one. You might get a letter telling you one exists. But a notice of a liability order is not a liability order. As the late, great Baron David Ward said: a copy of a liability order is not a liability order.

Just like a rainbow is not a pile of shit. Let that sink in.

So, words do not create authority. Paper does not create authority. Only lawful jurisdiction does.

Council Tax sits under the Local Government Finance Act 1992. That is legislation, not the law of the land. Legislation only has force by the consent of the governed. It is only given the force of law by consent. Without consent, it is just policy.

Liability orders were removed in 2003. This is stated in council literature itself. The Council Tax Handbook, 13th edition, chapter 10. Go looky.

So, what exists now is an application process, not an adjudicated order.

A real court order must be a thing of substance. It must come from a court of recordrecording yourself. It must contain the name of the judge or magistrate in clear text. It must carry a wet-ink signature. It must bear a court seal. Traditionally, that is a red wax seal or a red court stamp. Not a black stamp. Not a corporate stamp.

So, if it does not have those features, it is not a court order. It is mere paperwork.

Councils now generate their own documents using their own software. Unlawful. No authority to do it. Ultra vires—outside of their own authority or delegated authority.

Automatically generated signatures are not lawful signatures. Now, again, in “legal,” remember: it is based on presumption, assumption, tacit acquiescence, your silence, and hearsay. Bullshit—and simple. They can make any old bullshit up that they like.

And if you’re going to be a person and a slave and not know who you are—you know: jump, monkey, jump; do, monkey, do. But the monkey will take a poo on you in the end.

So—judicial duty. Under the Magistrate’s Act (and long-established case law), a magistrate must apply their mind to each case at hand.

In Regina v. Brentford Justices, ex parte Catley (1975) (spelling as heard), Lord Woodry/Widgery (unclear in audio) made it clear that before a summons or a warrant is issued, information must be laid before a magistrate, and the magistrate must apply their mind. Failure to do so is dereliction of duty and serious maladministration.

Now, we know that councils are bulk processing. Bulk processing is not a judicial function. It is administration.

Next: In R. v. Leeds/Lee’s Justices, ex parte Kennett (1996) (spelling as heard), Lord Justice Waller confirmed that bulk listing may suit councils, but it does not satisfy the court’s duty. Courts must adjudicate, not rubber-stamp.

Now, the simple test:

If there’s no court of record, there is no case. Let’s read that again. If there is no court record, there is no case to be answered.

The definitive court record is the court register. That means a case number, a memorandum of entry, an adjudication.

No memorandum of entry means no adjudication. No adjudication means no order. No order means no authority.

So, again: you’ve got judges that aren’t acting on their oaths and bonds. And what these councils are doing is basically hiring a private room within the court. It’s an administrative process (we can use that term loosely), and they hire solicitors just to rubber-stamp these documents.

Then, with these forged fake documents—which is uttering; it’s a criminal offence—licensing private debt agents to come and kick people’s door down for goods.

And as we’ve said—see my earlier videos on bailiffs—you don’t have “goods” in your home. Are you a business? You running a business from your home? Are you in commerce? That’s what a resident is—again, a status trick.

So, let’s go to the data. This is where it gets interesting.

We live in a digital prison. I don’t know if you’ve noticed, but it’s getting a little bit crazy right there. Within the digital realm, data is now the most valuable commodity on the planet—more valuable than oil, more valuable than gas.

As an example, let this sink in: Amazon earned more from harvesting and selling your data—our data—than from its traditional business. That tells you everything you need to know. Billions beyond billions.

Data is power. Data is evidence. Data is leverage. So, your data is your intellectual property.

So, what we utilise is what’s called a data subject access request (DSAR). We’re not asking permission—you are exercising a right.

Under the Data Protection Act 2018 and GDPR, the data protection officer is a fiduciary. They owe you a duty. They must disclose all personal data held. So, if data is concealed, that is a breach: a breach of fiduciary duty, a breach of trust. And hey—a breach of trust is one of the highest breaches of law.

This is why we also use what’s called FOIs (Freedom of Information requests). DSAR and FOI expose the concealment that’s going on here. The concealment is not an error. It is misconduct.

So, when you ask for the case number, the memorandum of entry, and the court record, and they cannot produce it at the court—which we know is an administrative business centre now—that tells you everything.

The court doesn’t have it because it doesn’t exist. The court doesn’t have a record because it’s not a court of record. It’s the council’s rubber-stamping, bulk processing.

Now, that is constructive trust fraud. I can’t even say it. That is constructive trust fraud: administrative process dressed up as law; judges not applying their mind; solicitors acting as third-party interlopers.

One of my favourites: to solicit is to prostitute. To “attorn” (attorney) is to steal from one and give to another. Clues always in the title.

So, these judges, these solicitors—they are in cahoots. They are the bar. They are the bank.

These private rooms that are hired are called courts. Paper pretends to be authority. It’s a trick on the mind, and it only works if people believe it.

Remember this: you are a living sovereign king. You are sui juris. You stand just in rem. You are lex terra. You are the living executor returned—not a subject, not a fiction, not property. And you are the authority that they will never disclose.

Stay tuned, because we’re going to break the rest of this down step by step.

Next we’re going to cover bulk listing, administrative courts, the summons, this uttering of documents, and we’re going to go heavy on explaining foreign jurisdiction and the removal of trial by jury.

If you think you’re in a court of law having a trial by jury, I can 100% tell you that it’s another trick. You are not. The judge is still the bar. It’s an administrative process—and it’s a jury trial, not a trial by jury.

They’re trying to remove trial by jury because juries have the power to nullify any kind of legislation that is incongruent with our constitution.

How long would we all be there? It’s always a sleight of hand: don’t look there—look here. And they rely on our ignorance. But as I’ve always said to people: the arrogance will be the undoing. They’re relying on our ignorance.

They don’t even deal with council tax, and the council only hires a room at the court. Nothing to do with the court — they referred me back to the council. Council tax is a civil matter, not a legal one.

I took on our family home after my mum had passed and forgot to reinstate my council tax DD after sorting my mum’s affairs… They asked if I owned my own home after I got a demanding letter from them. I said yes… the admin officer I was speaking to said if I defaulted on the payments I was making to catch up, they would apply to take it out of the value of the house… as they would force me to sell.
